Summary of the Job:
Within the field office area, the WASH Field Officer is responsible for project execution, activity oversight, and cooperation with district authorities and appropriate NGOs.
She/he shall behave himself/herself professionally and personally in such a way that DACAAR will be credited and its humanitarian objective will not be jeopardized.
Job responsibilities:
- Develop an action plan and ensure that all interventions and accomplishments in the target area are aligned with the project’s objectives and goals.
- Oversee the daily tasks of the field engineer, agronomist, social organizer, and other field office personnel.
- Within the field office area, coordinate project operations with regional office and district authorities, as well as communicate with local officials, local shuras, NGOs, and donor representatives.
- Work with the community and authorities to resolve any issues that project workers may have.
- Examine the quality of work and materials used in various project interventions.
- Oversee and supervise the proper use of DACAAR assets, including cars and equipment.
- Monitor the right use of funds and keep a close eye on the project’s cash flow and spending.
- Activate communities to contribute to the project, ensuring that they are well-functioning and engaging in essential project activities.
- Observe the quantity of community contribution, maintain track of data, and keep the CDCs informed through the appropriate staff.
- Inform the project personnel of Regional/Program/DACAAR Senior Management decisions.
- Control and authorise project personnel’s leave.
- Facilitate the allocation of human resources to projects inappropriate places and consults with the Regional Manager on the matter.
- Conducting assessments in areas where IDPs and impacted individuals have been relocated.
- On a district/provincial level, conducting village surveys for WASH programs.
- Choosing a location for a well, a stand post, a toilet, a bath, a handwashing station, and small-scale irrigation infrastructure.
- Preparing the assessment report in collaboration with other interested NGOs and submitting it to the Field Coordinator, Regional Manager, and Emergency WASH Manager on time.
- Obtains and authorizes the purchase of local building supplies.
- Prepare project expenditure vouchers on a monthly basis.
- Prepare monthly progress reports, stock reports, timesheets, and attendance reports on a monthly basis.
- Prepare and deliver completion reports to the main office for entry into the WASH database.
- Prepare a report on non-expendable stock at the conclusion of the project.
- Ensure that an appropriate community-based mechanic/volvement is chosen, trained, and provided tools.
- Ensure the camp’s and necessary staff’s security.
- Ensure that the safety procedures are followed.
- Ensure that engineering work adheres to design and industry standards.
- Authorizes project workers to take time off.
Employment Benefits and Education/Qualification:
- Education: A bachelor’s degree in civil engineering from a university is necessary.
- Three years of relevant experience in the implementation and supervision of WASH initiatives is required.
- Other credentials are a plus:
- Strong communication skills, as well as effective planning and community mobilization, are required.
