Job Description:

According to the ALCS 2016/2017 report, 59 percent of
Afghans in rural areas live below the official poverty level. The Covid-19
lockdowns, border closures, price hikes, job losses, and other factors have all
contributed to a worsening socio-economic situation for a huge portion of the
country’s people.

Grain banks and Social Inclusion Grants (SIG) were already
included in the rural CCAP’s emergency response category when the first CCAP
Additional Financing was established (1st AF). However, given the necessity to
respond to the country’s socio-economic catastrophe as a result of the Covid-19
scenario, it is requested that some of the existing CCAP funds be reallocated
to this emergency response.

As a result, monies from other categories will be
temporarily reassigned to category 5 (SIG/ MCCG) under the CCAP legal
agreements (grant/ financing agreements of IDA/ ARTF), and money from other
categories will be temporarily transferred to this category to provide for the
planned relief packages.

Job Duties and responsibilities

·      
Ensure that you have
received training from a trainer on COVID 19 and the relief program, and that
you are able to process and facilitate the program. Ensure that you have
received all necessary information and documentation from the Citizens Charter
MIS and database officer.

·      
Conduct a COVID 19
awareness session with the community and CDCs, and distribute fundamental
health messages to prevent the spread of the Coronavirus in accordance with
MoPH recommendations.

·      
Assist in the creation of a
clear REACH plan.

·      
Convey information about
the REACH program and its components.

·      
Based on each electoral
unit, update the community profile with community volunteers.

·      
Complete a list of
community beneficiaries with the help of volunteers, and make the exclusion
process easier.

·      
Make sure there are no
complaints about the profiling and beneficiary selection, and that each
electoral unit’s beneficiary list is complete.

·      
Simplify the information of
the package’s procurement and distribution committee, and ensure that the
CPM/GRU are involved in all processes and procedures.

·      
Notify the CDC once their
funds have been disbursed and have landed in the CDC bank account.

·      
At the community level,
ensure that there is clear openness and responsibility.

·      
In the acquisition of food
packages, assist the CDCs and their procurement sub-committees.

·      
ensure that the community
and its committees have completed all financial and procurement documentation
for the food acquired.

·      
Ensure that all financial
documents are confirmed and approved by the CDC, and that they are recorded in
the CDC file.

·      
Ascertain that the food has
arrived at the grain bank and that it has been distributed to each election
a unit according to the list.

·      
Ascertain that the
distribution occurs on time and according to the recipient list, and that the
the procedure runs smoothly.

·      
Ensure that all financial
documents are confirmed and approved by the CDC, and that they are recorded in
the CDC file.

·      
Ensure that the food has
arrived at the grain bank and that it has been distributed to each election
a unit according to the list.

Ascertain that the
distribution occurs on time and according to the recipient list, and that the

Send a detailed report and
all procedures to the district manager and provincial trainer.

·      
Any issues should be
brought to the attention of Government Provincial Trainers, who will serve as
the primary point of contact for discussing and resolving issues.

assigned by your boss.

Job requirement:
