The President’s Office for Policy and Strategy (POPS) was founded to assist the Afghan government in developing, analyzing, and implementing policies and strategic plans in the economic, trade, development, and service-providing sectors. The office reports directly to H. E. the President of Afghanistan and is responsible for ensuring that the President’s vision and goals are implemented in SOCs, Ministries, and Independent Directorates. POPS functions as an independent directorate under Article 142 of the country’s constitution, reporting to H. E.
