P2(Priority) Visa program for Afghan National.

About the Program.

According to a statement released by the US Embassy in Afghanistan, the US Department of State has designated Afghanistan as Priority 2 (P-2). For select Afghan nationals and their qualifying family members, the United States Refugee Admission Program (USRAP) has been established.

Because of the rising Taliban violence in Afghanistan, the US government is offering refugee resettlement to specific Afghans, including individuals who have collaborated with the US. Many thousands of Afghans and their immediate family members are eligible for permanent resettlement in the United States under this program, but they are not eligible for a Special Immigrant VIA (SIV) because they do not have qualifying employment or do not meet the time-in-service requirements for SIV.

Who qualifies for the USRAP (P-2) program?

People who meet the following requirements may be eligible for the USRAP curriculum:

• Afghans who do not meet the minimum time-in-service requirement for a SIV but work or have worked as contractors’ employees,[1] locally-employed personnel, or interpreters/translators for the United States. Government, USFOR-A (United States Forces in Afghanistan), ISAF (International Security Assistance Force), or Resolute Support;
• Afghans who now or previously worked in Afghanistan for a US government-funded program or project sponsored by a US government grant or cooperative agreement1;
• Afghans who are or were employed in Afghanistan for a media or non-governmental group based in the United States.

Afghans and their qualified family members, including spouses and children of any age, married or single, can be referred to the P-2 program by a US government agency.

The senior-most US citizen employee of NGOs and media organizations not sponsored by the US government but headquartered in the US may make a referral.

Note that even if an individual is not eligible for the P-2 program, their circumstances and apparent need for resettlement may qualify them for the Priority 1 (P-1) program. Individuals may be referred to the P-1 Program by the UN High Commissioner for Refugees (UNHCR), a US embassy, or a designated NGO.

Individuals that are eligible for the USRAP fall into three categories:

• Priority 1: Individual cases reported to the program by designated entities (an embassy, a designated non-governmental organization, or the UNHCR) due to their circumstances and evident need for resettlement.
• Priority 2: The Department of State has classified groups of special concern as having access to the program due to their circumstances and apparent need for resettlement.
• Priority 3: Individual cases permitted admission for the purpose of reuniting with family members who have already arrived in the US.
