Summary of the Job:

The field monitor has the following duties and responsibilities under the direct supervision of the Team Leader and the general guidance of the Cluster Coordinator:

  • Conduct gender-responsive evaluations of populations affected by natural disasters or war (internally displaced people), including pre-project assessments and emergency needs assessments, and include communities, including women.
  • Verify beneficiaries for various program activities, such as emergency response, seasonal support, vocational skills training, and so on.
  • Conduct and coordinate activity/progress monitoring, distribution monitoring, and post-distribution monitoring for all WFP project activities, including food and cash-based transfers, in close collaboration with the WFP Field Office and stakeholders such as CPs, FSPs, government authorities, and communities, and develop timely and high-quality monitoring checklists submitted in KOBO and MODA (WFP Corporate Data Collection Tool).
  • Gather information for program assistance, such as food security assessments, market food prices, gender, Protection and Accountability to Affected Populations, nutrition surveys, and so on.
  • Follow up on any concerns that were detected during the last monitoring or site visit(s) and that required additional action, making sure that they are addressed with the appropriate stakeholder (CP, FSP, etc.) and that they are handled before they become a bottleneck to the project.
  • Under the direction of the Field Office Head and the VAME focal person at the Field Office, communicate with local authorities and communities on behalf of WFP on topics relating to WFP food assistance programs, and represent WFP at all provincial meetings when WFP staff are unable to attend.
  • VAME focal point and Compliance team perform verification of compliance cases such as food/cash diversions, abuse of WFP resources, etc., as required by WFP and under the leadership of the Head of the Field Office, and follow up on Hotline cases, producing timely and realistic reports.
  • Visit the storage facilities and distribution locations of Cooperating Partners (hospitals, schools, etc.) and check them according to WFP food management guidelines. Stakeholders should be given technical assistance on storage and food management in order to improve their capability for effective food management.
  • Assist WFP field offices and cooperating partners in promoting women’s economic skill development and raising public awareness of gender problems and gender-focused activities.
  • Identify and report relevant field concerns to his or her immediate supervisor(s), VAME focal point, and appropriate SO managers at the field office.
  • Oversee the SCOPE (WFP Corporate Beneficiary Registration Platform) registration and transfer management processes, as well as provide support to CPs as needed.
  • As needed and asked, do other related tasks.

Job qualification and requirements:

  • A bachelor’s degree in economics, agricultural, international affairs, business administration, social sciences, development studies, or an area related to international development aid is required.
  • At least three years of increasingly responsibility experience, including at least one year spent directly tied to program activities.
  • Basic knowledge of and capacity to plan community-based initiatives, as well as follow up on their execution, monitoring, and reporting.
  • Demonstrate the capacity to negotiate access at the community level and across provinces when assistance is needed.
  • Gender awareness and a working grasp of gender mainstreaming approaches are required.
  • Ability to communicate fluently in Pashto and Dari, Afghanistan’s native languages.
  • Ability to converse in English (both written and verbally).
  • Ability to collect data and write narrative reports in English that are clear and concise.
  • Ability to travel widely in the appropriate region and maintain strong contact networks in hard-to-reach locations.
