Summary of the job:

The UNICEF-WinS Field Officer is in charge of project execution, activity oversight, and cooperation with local authority and related NGOs in the project region.

She/he should behave herself (socially and professionally) in such a way that DACAAR’s social objective is not jeopardized.

  • Prepare a report and ensure that all activities and accomplishments in the target area are aligned with the project’s objectives and goals.
  • Observe and supervise the project team’s daily tasks.
  • Manage UNICEF-WinS project operations within the project area with the Field Coordinator, Regional Manager, Project Manager, province and district authorities, schools, NGOs, DOPH, PRRD, PED, and donor representatives
  • Conduct a baseline study in each selected school using the Determines The performance for WASH in Schools, which is based on the local environment.
  • Train teachers, students, SMC members, and Health and Safety Promotion Staffs on five star and other behavior change techniques, and assist them in putting them into practice in the classroom.
  • Organize kid clubs, utilize IPRA methods, and promote latrines, resulting in significant improvements in the users’ sentiments, knowledge, and behaviors for better hygiene and sanitation.
  • Ensure the completion of the behavior change implementation plan (BCIP)” on hygiene promotion, MHM, and advocacy to reduce the risk of COVID 19 transmission in the targeted schools.
  • Ensure that following triggering, school-led WASH improvement plans are developed, implemented, and signed, with NGO coaching and technical help.
  • Giving support to schools and developing a strategy to provide, improve, or upgrade WASH supplies for IPC and O&M
  • Announce and honor schools that fulfill the Afghan Star Criteria (4 or 5).
  • Identify and resolve any issues that project employees may have with the community and authorities.
  • Examine the UNICEF-WinS project’s activities and local building materials for quality.
  • Coordinate and supervise the proper use of DACAAR assets, including cars and equipment.
  • Purchases and authorizes materials for local activities.
  • Prepare the necessary expenditure tickets on a monthly basis.
  • Generate a monthly progress report, a stock report, and an attendance report on a monthly basis.
  • Compile and transmit completion report to the regional headquarters.
  • Prepare a report on non-expendable stock at the end of the project.
  • Authorizing leave for site employees the holder of this job is responsible for adhering to the organization’s current security rules, procedures, and daily safety instructions, as well as any other responsibilities assigned by the supervisor.

Job requirement:

  • The applicants should have at least bachelor degree in the fields of Civil.
  • The applicants required at least 3 years of work experience in related WASH project from national and international company.
  • The candidates must have an excellent communication ability, effective planning abilities, and community mobilization abilities.
  • Be flaunt in national Languages Dari, Pashto and English.
