Summary of the job:

  • The goal of the position is to oversee and offer technical leadership for the creation and execution of country resilience programming, ensuring that effective systems and procedures support high-quality programming.
  • Develops the strategic direction for the Resilience Program’s portfolio of initiatives, which includes all food security, agricultural, and livelihoods humanitarian activities.
  • Support the deployment and ongoing development of impact and outcome assessment methods, as well as the establishment of an evidence base of effective program strategies and models, as well as frequent program review and modification.
  • In partnership with PQDL and CMPs, identify and create new initiatives and projects that contribute to Program impact.
  • Leads and administers Resilience program strategic alliances and advocacy, including working within the UN Cluster system and doing research.
  • To guarantee to learn and enhance program coherence and effectiveness, CARE Afghanistan (CAFG) maintains close coordination and collaboration with operational and program teams.
  • Represents the program portfolio’s programs and activities to donors, the government, and other stakeholders.
  • Coordinate donor or stakeholder field visits in locations where the resilience program is being implemented.
  • Ensures that best practices are established and implemented throughout projects and that the Long-Term Programs are in line with the CI Global Standards, the CARE 2030 Vision, and CAFG’s Program Strategy Framework.
  • Assists in the development, evaluation, and adaptation of Theories of Change in order to achieve the desired outcomes.
  • Produces suitable reports and information sheets to communicate the effect and noteworthy changes within CAFG programs in order to support resource mobilization, multiplying impact, and advocacy campaigns.
  • Provide technical and strategic leadership to Resilience program teams to ensure that implementation follows acceptable quality standards, including identifying and addressing technical support needs.

  • In close coordination with key teams and external stakeholders as needed, led frequent, periodic evaluations of the Long-Term Program design (including domains, paths, assumptions, breakthroughs, and indicators).

Work experience requirement:

  • At least 8 years of management or leadership experience, ideally with international organizations, in the fields of resilience programming, food security, livelihoods, and the agricultural sector.
  • Previous experience managing emergency/recovery/development projects; at least 5-year program management experience Strong preference for someone who has worked with market-based modalities in emergency/recovery situations, as well as community-led recovery and resilience programs.
  • Experience in cash/voucher-based programming; coordination and management of large-scale program execution in accordance with proposals, strategies, and donor requirements.
  • Demonstrated great ability to handle project funding, including project design, budgeting, expense tracking, monitoring and evaluation, reporting, and so on.
  • Experience with capacity building and forming partnerships
  • Sphere emergency guidelines, including MEAL standards and best practices, are understood.
